Executive Vice Chancellor of Legal Affairs and Internal Operations
Executive Vice Chancellor of Operations and General Counsel Steven Bruckman was appointed to serve in the Chancellor's Office in 2006. He previously held an interim position, where he spearheaded the California Community Colleges System Strategic Plan, instituted internal reforms, developed the Leadership Academy for the staff, and worked with the colleges to support the students.
Bruckman’s responsibilities include both the Legal Affairs Division and Internal Operations Division. In Legal Affairs, he provides legal counsel to the board of governors, the chancellor, and the staff as requested. He also drafts and reviews proposed legislation and regulations, reviews all contracts and grants entered into by the agency, coordinates with the state Office of Attorney General in litigation where the board of governors is a party, and anticipates the need for and recommends new legal policy.
Bruckman oversees the Internal Operations Division, which encompasses a broad range of staff support services in human resources, equal opportunity, training, procurement and business services, budgets, benefits and payroll administration, accounting, grant and contract management, and policy development.
Prior to coming to the Chancellor's Office, Bruckman was Los Rios Community College District's general counsel from 1994 to 2004, and deputy city attorney for the City of Roseville from 1988 to 1994.
Executive Vice Chancellor Bruckman received his J.D. at University of California Hastings College of the Law, and did his undergraduate work at the University of Michigan
